Crofton Special Taxing District Explained

The Crofton Special Community Benefit District funds local services within a defined part of Crofton and is administered by the Crofton Civic Association. Its levy is an additional property-tax cost; a Crofton address alone is not enough to confirm that a home is included.

What is Crofton's special taxing district?

Often called the Crofton Special Taxing District, its formal name is the Crofton Special Community Benefit District (CSCBD). It is associated with the area many people call the Crofton Triangle, but it is not an incorporated town or city. The CCA board administers the district. Read the CCA's district explanation.

For a home purchase, three questions matter: Is this exact property included? What is its current district tax? What other association charges or restrictions also apply? Scott and The Smolen Team can help you organize those records before you compare homes.

How do you check whether a home is in the district?

  1. Start with the CCA district map and official street list. Some entries identify specific address ranges, so use the house number as well as the street name.
  2. Confirm the address and tax account with the county and Crofton Town Hall. Ask for clarification if the map, listing description and tax record do not agree.
  3. Review the current property-tax bill, then request the property's applicable HOA, condominium and covenant documents separately.

A mailing address, the 21114 ZIP code, a school assignment, or a listing's use of the word "Crofton" should not substitute for this property-level check. The CCA's five neighborhood districts are internal representation areas; they are not five separate city governments.

How much is the Crofton district tax?

Verified FY2027 levy

$0.1086 per $100

of assessed valuation of each platted lot, under Anne Arundel County Bill 33-26, page 2, item 19.

Planning formula: assessed valuation divided by 100, multiplied by $0.1086. Use the assessment applicable to the district levy, not the home's asking price.

Illustrative district tax only, using the FY2027 rate
Assessed valuationAnnual district taxMonthly budget equivalent
$500,000$543.00$45.25
$650,000$705.90$58.83
$800,000$868.80$72.40

Monthly equivalents are rounded planning amounts, not a separate monthly bill. These examples exclude other taxes, charges and credits. Use the current tax account to confirm the actual amount.

The county's FY2027 information separately lists county and state real-property tax rates. Ask your lender to include the district charge in the complete tax and escrow estimate rather than relying on a generic county-rate calculation. See the county's FY2027 tax information.

What services does the district support?

Public safety

Public-safety benefits include the Crofton Police Department. Review the department's official information for current services; district status is not a promise about crime levels or response times.

Community upkeep and programs

The district's authorized purposes include common-property maintenance, recreation and administration. Review current CCA notices and budget materials to understand the programs and spending for a particular year.

CCA parks information

The CCA's district overview describes the service categories. The county's SCBD guidance explains the annual funding process and the county's collection role.

Is the taxing district the same as an HOA?

No. Anne Arundel County explicitly distinguishes an SCBD from a homeowners association. District participation does not replace a separate HOA or condominium association. Keep each layer visible when comparing monthly costs and documents.

ItemWhat to verify
District taxWhether the property is included, the applicable fiscal-year levy and the actual tax bill.
HOA or condo chargesAny separate dues, assessments, services and resale documents for that property.
Recorded covenantsRestrictions and any approval process affecting proposed exterior changes.

The CCA says most district neighborhoods have covenant restrictions. Before planning a fence, addition or other exterior project, obtain the documents for that street address and check the applicable review process. Read the CCA covenant guidance or use its street-address covenant directory.

What should buyers and sellers do before a contract?

For buyers

  • Obtain the current tax bill and assessment.
  • Ask the lender to confirm district taxes in the housing-payment estimate.
  • Review separate association fees and any proposed or approved assessments.
  • Check covenants against the improvements you plan.
  • Verify school assignments through the school system's address tool.

For sellers

  • Gather the latest tax and association records before listing.
  • Confirm district membership for the exact address.
  • Describe district services accurately without implying included private-club or pool membership.
  • Provide the documents needed to answer buyer questions about fees and restrictions.

When weighing two homes, compare the complete ownership cost and the services you value. The presence or absence of a district levy alone does not establish which property is the better purchase.

Crofton Taxing District Questions

Is every home with a Crofton address in the taxing district?

Do not assume district membership from a Crofton mailing address, a ZIP code, or a subdivision name. Check the CCA district map and street list, then confirm the property with Crofton Town Hall and the county tax record.

Is the Crofton Special Community Benefit District an HOA?

No. The county describes an SCBD as a tax mechanism, not a homeowners association. A property may also have separate HOA or condominium obligations and recorded covenants.

What is the Crofton district tax rate for FY2027?

Bill 33-26 sets the Crofton SCBD levy at $0.1086 per $100 of assessed valuation for July 1, 2026 through June 30, 2027. Check the actual tax account for the property's billed amount.

Does the district tax replace county property taxes or HOA dues?

No. Compare the district levy with the county and state property taxes, other billed charges, and any separate association or condominium costs.

Does the district boundary determine school assignment?

Use the school system's address lookup separately. A district map or a Crofton mailing address should not be used to establish a property's school assignment.

Official sources and property verification

Use the fiscal year shown above when comparing rates. For a specific purchase, reconcile the current tax account, title and association records before relying on a listing's summary.
